About the General Secretariat
The General Secretariat of the Government of the Republic of Serbia is a general service of the Government in charge of professional and other affairs related to the needs of the Government and Government working bodies.
The General Secretariat is headed by the Secretary General.
The Secretary General is an official appointed and dismissed by the Government upon the proposal of the Prime Minister. In the conduct of the General Secretariat, the Secretary General has the same authority as the Minister in the conduct of the Ministry.
Work of the General Secretariat of the Government is regulated by the Law on the Government (Serbian), Law on Public Administration (Serbian), Government Rules of Procedure (Serbian), conclusions and other Government acts and directives of the Secretary General.
Issues relevant to the work of the General Secretariat of the Government, Cabinets of the Prime Minister and Vice Prime Minister, as well as other issues relevant to the work of other Government services, which Government establishes by enacting a regulation for performing expert and technical operations on behalf of the Government, or for the needs that are common to the Ministries and other special organizations, are regulated by the Law on the Government, Government Rules of Procedure, and Regulations.
The Regulation on the Government General Secretariat (Serbian) (“Official Gazette of the RS”, No 75/05 and 71/08) regulates that General Secretariat performs the following duties:
- prepares acts with which the Government supervises, directs and coordinates the work of Ministries and special organizations, and ensures their execution;
- ensures the execution of Government acts that impose obligations to the Ministries and special organizations;
- if Ministries and special organizations do not enact a legislation within time prescribed by law or by the general act of Government, the GS informs Government on the matter and suggests time frame within which they should enact the regulation, and also suggests deadlines for the adoption of the regulations if they have not been determined by the law or by the general act of Government;
- ensures the execution of Government obligations to the National Assembly;
- ensures participation of the Government and its representatives in the work of the National Assembly, cooperation with the President of the Republic, other bodies and organizations, other states and international organizations;
- processes materials for the Government sessions and Government working bodies;
- prepares and monitors sessions of the Government and its working bodies, as well as other sessions held in the Government;
- monitors the use of funds available to the Government;
- prepares acts by which the Secretary General shall exercise the authority over Government heads of the services responsible, and ensure their execution;
The General Secretariat performs other jobs required by the Government, its working bodies and the Secretary General.
In addition to the above listed, the General Secretariat performs following duties for the Cabinets of the Government Prime Minister and Vice Prime Minister: for the Cabinet of the Government Prime Minister and Vice Prime Minister's work related to the attaining rights and duties from the labor regulation; general legal, financial and accounting affairs; care of the administrative, informative and related support and technical affairs for the Cabinets of the Prime Minister and Vice Prime Minister.
GS Organization and Responsibilities
General Secretariat is organized out of the following basic internal units:
- Department for preparation and processing of the Government sessions and Government working bodies.
- Department of Planning, Monitoring and Policy Coordination and Activities Related to EU integration Process
- Protocol Affairs Department
- Information and Communication Infrastructure Department
General Secretariat is organized out of the following internal units outside the sector:
Certain activities within the purview of the General Secretariat are performed by the independent executors outside of all internal units.
4.1. DEPARTMENT OF PREPARATION AND PROCESSING OF THE GOVERNMENT SESSIONS AND GOVERNMENT WORKING BODIES SESSIONS
Department of preparation and processing of the Government sessions and Government working bodies performs activities related to: convocation, preparation and proceedings of the Government sessions and sessions of the Government working bodies, as well as the sessions of the auxiliary Government working bodies for which the professional duties are done by the Secretary General; evaluation and assessment of the contextual and formal compliance and suitability of the materials submitted for Government’s consideration at the session; preparation of the draft acts that General Secretary submits to the Government for consideration and adoption at the session; preparation of the opinions on materials for consideration at the Government session as per requested by the formal proponent; procedural processing of the materials for consideration at the sessions of the Government working bodies, and at the Government session; harmonization of the Ministries and special organizations’ positions prior to consideration of the propositions at the working body and at the Government session; recording, monitoring and ensuring implementation of the obligations of the Government towards the National Assembly; securing participation of the Government representatives in the work of the National Assembly, cooperation with the President of the Republic of Serbia, and other bodies and organizations; participation in preparation of the draft Government positions concerning interpellation submitted to the Government work; preparation of the draft replies on the parliamentary questions which relate to the work of Government, preparation of draft proposals and positions of the Government, if their preparation does not fall within the purview of the Ministries or special organizations; participation in drafting acts for the Government on matters that state authorities have not been able to resolve amicably, including any conflict of jurisdictions not derived from the administrative procedure; participation in drafting of the revised texts on acts enacted at the Government session, production of Government working conclusions, procedural processing of proposals and decisions enacted by the Government and their forwarding to the National Assembly, the President of the Republic, Constitutional Court and other bodies of the Republic, Ministries and special organizations; collecting data from public administration bodies and other bodies, and their analysis and processing for the need of the Committee President; preparation of the draft acts referring to the appointments and dismissals of the officials within the Government jurisdiction; resolution of the administrative procedure, resolving jurisdiction conflicts within the Government purview originated from the administrative procedure, resolution of the immunity and exclusion issues of the Government cabinet members; resolving objections on Housing Committee decisions, public administration bodies and organizations, and other issues dealing with housing needs for the appointed officials and civilian employees; participation in preparation of the methodology and damage estimation caused by natural disasters; distribution of the official buildings and business premises to the public administration bodies and organizations; retention of the Government session documents, as well as documentation on Government work, and ensuring the use of session materials according to the established procedure, especially in relation to the materials that are marked with a degree of privacy and confidentiality, including keeping separate records of confidential materials; acting on requests, proposals and initiatives of legal entities and individuals, agencies, bodies of local self-government and judicial bodies, as well as legal subjects not authorized as proponents in terms of the Rules of Procedure; development of general and individual acts enacted by the Secretary General; general and legal affairs for the cabinets of the Prime Minister and Deputy Prime Minister; organization and security of technical requirements for the work of Government and its working bodies, organizational, administrative and technical duties for the Prime Minister, Secretary General and the President of the working and advisory bodies of the Government; ensuring the administrative, IT and related support and technical affairs for the office of the Prime Minister and Deputy Prime Minister; duties related to the use of Government available funds and low value public procurement duties for equipment provision and use of services. IT preparation and submission of the documents enacted by the Government, Government Office for Media Relations for publishing purposes on the official Web site of the Government; and other activities within the purview of the Department.
The Department forms a close internal unit: Bureau of the Secretary General.
The Bureau of the Secretary General contains the following internal units:
- - Legal System and Public Admnistration Committee Service;
- - Economy and Finance Committee Service;
- - Public Services Committee Service;
- - Foreign Relations Committee Service;
- - Administrative Commission Service
- - Personnel Commission Service;
- - Housing Commission, Commission to Determine Natural Disaster Damage and the Commission for the Allocation of Official Buildings and Business Premises.
4.2. DEPARTMENT OF PLANNING, MONITORING AND POLICY COORDINATION AND ACTIVITIES RELATED TO EU INTEGRATION PROCESS
Department of Planning, Monitoring and Policy Coordination performs the following activities: preparation of the instructions, coordination of the preparations and merger of the materials related to the development of the annual Government Work Plan and annual Government Work Report; providing expert assistance during preparation of the annual operative plans and strategic documents of the Ministries and special organizations; in cooperation with authorized bodies, providing recommendations on budget plans compliance against adopted strategic documents and plans, and on harmonization of the strategic documents and plans of the Ministries and special organizations with the plans and priorities from the area of European integration; preparation of the instructions and IT material designated to the Ministries and special organizations on standards to be complied with in the course of strategic documents development; development of standards and methodologies for implementation of the Government strategic planning process, and for implementation of the operative planning process and its connection with budget preparation process; preparation of the draft acts that coordinate, direct and supervise work of the Ministries and special organizations; coordination and preparation of the draft acts in the process of cancellation or termination of the regulations and other general acts of the Ministries and special organizations that are in conflict with the law or a regulation of the Government, and also in case when Government enacts regulation from the area of competence of the Ministry or special organization; keeping records on the deadlines against which, according to the law or general Government act, Ministries and special organizations are obliged to enact executive regulations; coordination and preparation of the draft acts related to the deadlines for enacting regulations when such are not determined by the law or general Government act; monitoring of the Government Work Plan realization; monitoring and reporting on the realization of the general and specified goals contained in the annual operative plans of the Ministries and special organizations which are being prepared in parallel with annual budget preparation; participation in monitoring of strategic documents realization; monitoring, surveillance and alignment of Government conclusions realization and preparation of the acts with which the Secretary General can exercise authority against the Sector executives responsible, and ensuring their execution; insurance that reports which Ministries, special organizations and Government services submit to the General Secretary and Government are in compliance with the envisaged standards and instructions; preparation of the instructions and informative materials intended for the Ministries and special organizations on standards that must be achieved in reporting process towards the Government; participation in analysis of explanations as attachments to the draft law or other acts that Ministries and special organizations submit to the Government for adoption, in terms of contextual compliance with adopted Government policies and priorities; informing Secretary General on discrepancy of the act explanations against adopted policies and priorities of the Government; organization of the meetings as a mediation tool on the issue of harmonization of the opinions of the proponent and of other Ministry or special organization that presented comment on the opinion as an attachment to the draft law or other act; preparation of the informative materials for Prime Minister and Government Cabinet members on the quality of the explanations, i.e. results of the meeting organized for the purpose of harmonization of the opinions; preparation of the instructions and informative materials designated to the Ministries and special organizations on standards that must be fulfilled in the process of submitting explanations and strategic documents to the Government; development of standards and methodologies for the Government needs; preparation of methodology, analysis and recommendations for annual process of defining strategic priorities; collection, analysis and merger of the materials related to the preparation of the proposals from the list of the mid-term and short-term strategic priorities that Government enacts; monitoring of implementation of the Government acts and effects analysis; monitoring and participation in the public debate regarding representation of the adopted policy and Government priorities; development of analysis, preparation, implementation and presentation of development projects within the European integrations field; monitoring and understanding of EU regulations and alignment of General Secretariat work with EU procedures and the process of European integrations; presentation of the General Secretariat to the working groups and bodies dealing with the European integrations; and other activities within the purview of the Department.
Department of Planning, Monitoring and Policy Coordination forms following internal units:
- Planning and Monitoring Section;
- Coordination and Policy Analysis Affairs and Activities Related to EU Integration Process Section.
4.3. PROTOCOL AFFAIRS DEPARTMENT
Protocol Affairs Department performs protocol related activities for the need of the Government and Ministries, cooperates with Protocol Department of the President of Republic’s Office, prepares protocol programmes, cooperates with protocols of other state institutions and local self governments bodies in country and abroad; performs protocol activities related to the welcome receptions for domestic and foreign delegations visiting for talks held in the Government building; performs activities regarding granting diplomatic and official passports and IDs required for officials’ travels; performs consecutive and simultaneous translation for the Government and Ministries during visits of foreign representatives and delegation, translates materials for meetings for Government and other public administration bodies; performs written translation of bilateral and international contracts, conventions and other texts; translates Government acts and regulations; prepares, translates and ensures printing of invitations, letters etc.; keeps records on various manifestations and other public events, celebrations and jubilees; deals with gift purchases for foreign delegation and guests, and performs other activities from within the purview of the Department.
4.4 INFORMATION AND COMMUNICATION INFRASTRUCTURE DEPARTMENT
The Information and Communication Infrastructure Department performs tasks related to: giving recommendations in cooperation with the competent authorities, on mutual adjustment of planning the Information and Communication projects of ministries, special organizations and Government services; participation in interdepartmental working bodies related to the planning and implementation of information and communication projects; professional and technical tasks in support of the Government Information system's work; preparation of instructions and information materials intended for ministries, special organizations and Government services on standards and technical procedures for communication with the Government Information system; authorization records for access to the Government Information system and adjustment of the technical access possibilities with issued authorizations; development and monitoring on implementation of safety and interoperability plan of the Government Information system; giving recommendations in cooperation with the competent authorities on information security and interoperability measures in communication of the public administration bodies with the Government, as well as the mutual alignment of information security and interoperability measures in mutual communication; international cooperation related to the Information and Communication technologies and other tasks within the purview of the Department.
The Information and Communication Infrastructure Department establishes the following internal units:
- Department for coordination of information and communication projects of the Government administration bodies.
- Government Information system support department.
Within the Department for coordination of the Information and Communication projects of the public administration bodies the following internal units are formed:
- Coordination, planning and implementation of the Information and Communications projects group
- Information security and interoperability measures coordination group
4.5. FINANCIAL AND MATERIAL AFFAIRS GROUP
Financial and Material Affairs Group performs duties related to: preparation of the financial plan and balance sheet, and other financial documents of the Government and General Secretariat; tracking expenditures of the Government and General Secretariat; filing, processing and preparation of documentation for all expenditures and receipts; professional and operational tasks related to the material costs, treasury and business liquidation, personal and material expenses, General Ledger maintenance and internal accounting control, and other activities within the purview of the Group.
4.6. LEGAL AFFAIRS AND HUMAN RESOURCES GROUP
Legal Affairs and Human Resources Group performs duties related to: exercise of rights and obligations from labor relations of the Government members, Government employees, other employees and persons engaged in the General Secretariat and cabinets of the Prime Minister and Deputy Prime Minister; development of general and individual acts and contracts enacted by the Secretary General; development of monthly reports regarding the structure and number of Government officials, employees and persons engaged for the Central personnel records; preparation and execution of the human resource management policies; personnel selection and personnel management planning analysis; personnel draft selection; training, evaluation and progress of Government employees; preparation of directives and instructions within the Human Resources management; documentation and administrative duties related to the labor relations; professional and administrative duties for the Commission, and other activities within the Group.
4.7. PUBLIC RELATIONS GROUP
Public Relations Group performs duties related to: research and analytical activities, professional, operational, documentation and office work related to the handling with applications, complaints, appeals, information, propositions, etc. as well as for immediate reception of applicants of complaints, appeals, information, propositions, and affairs related to their processing before addressing to the Government, Prime Minister, Vice Prime Minister and the Secretary General; collection of data, notifications, information, and opinions on submitted acts; preparation of analysis, information and other materials on issues and instances identified in submissions, and preparation of draft settlement solutions; preparation of draft responses to the applicants, as well as proposals to public and other bodies in relation to the submissions; monitoring of actions against submissions and suggesting measures in case of failure; preparation of reports on activities and on treatment realization; and other activities within the purview of the Group;
4.8. INDEPENDENT EXECUTIVES OUT OF ALL INTERNAL UNITS
Perform advisory activities in specific areas relevant to the work of the General Secretariat.
